[Pan-users] setup wizard started although settings still there

This is a problem that I experienced a few times already during the last few
years I'm using pan. When starting pan, it starts the setup wizard, as if
it is the first time I'm using it. But all settings and cached information
still seems to be there in ~/.pan.

An strace shows indeed that it correctly opens these files:

So what's wrong here? What makes pan decide it should start the setup
wizard? How can I start pan without having to recreate all my accounts?
