Sure there is.. under "Create Score", which allows all sorts of options,
including setting to "ignore" any posts by that author.  The "plonk
author" option in the menu is from b4 PAN had scoring, and knowing how
Charles dislikes bloat and stale menu options, may eventually disappear as
duplicated functionality.

It the mean time, you can simply set a hotkey for the "plonk author" menu
item and avoid using ANY menus to invoke the option, just the hotkey.

Again, there is.  In the scoring dialog, set it to regex and ".*", as just
one method.
