Pan will max out the bandwidth, but is still limited to 4 connections. 
Giganews allows as many as 10 concurrent connections.

Sometimes the limit is good, because I've had occasions where other readers 
that use all 10 will get confused, and will try to connect an 11th or 12th 
time, and the download will fail because the connection is rejected.

This is even worse if the newsreader had crashed. I had News Rover crash in 
mid-download, but all the connections were still active when I came back, so 
I was faced with an avalanche of 'too many connections' errors for about ten 
minutes until they cleared themselves out.

So maybe the limit is a good thing. Although I'd be happier with a limit of 5 
or 6. :)
