  Solving problems flying with optical flow (#2297)

* some changes, but still not working

* For now, never send vertical velocity estimations from optical flow

* changed vertical velocity limits

* Also set the variance of the vertical measurement high.

* Negative value for variance should disable the vertical velocity update 
altogether
