You cannot do that. The replacement strings only work on the command line.

You could remove the {#}:
./mkcontrol.py --lat=50.1848576262 --lon=-67.4749590421
--timestamp=2007-07-23T20:00 --count=11 --hours=20 --id=2007001
--number=
and then add it on the command line:
parallel ... -a commands {}[#}
