For mailto link outside of phpgw you can't unless you use something like the
phpGWShell http://mail.free-source.com/phpGWShell.exe (just an exe, put it where
you want and just run it).  Inside phpgw you would need to make a link into
email.compose, which I am not totaly sure how to do.
