I dont remember ever having this feature. Anyhow, this kind of thing is
halfway there in the 14 series of phpgw. 
Theoretically, we will move all relevant core apps to the forced/default
preferences setup.

Anyhow, have you tried removing the preferences app out of the account
in question in user admin?
