Ok, I've added it on my install, but before i make patches or try to commit I 
need
to find someone wiling to make sure I didn't break LDAP and the LDAP part still
makes sence.  I also added 2 new lang phrases and those need translated to other
langs.  Is there still a translations mailing list?  The 2 phases are:
"Step 5 - Default Account Creation"
"The Administration app in Setp4 must be installed prior to creating accounts."

Also, it looks like there is a start on verifing some required apps before 
marking
step 4 complete.  Does anyone know the status of this or why it was never done?

In case you're wondering why all this is important in .14, it is the single most
common installation problem.  Common enough I consider it maybe a bug, 
definatly a
fatal design flaw.
