If I compare this to France, we don't have all these rules ! That seems pretty
restrictive ...

If you want to work on this and submit patches to the apps in savannah, the
maintainers of the apps will be able to test and commit them.

I'd even say that you should develop on the head branch, I think the .16 branch 
is
not yet feature-freezed, but I'm not sure ?
