I think, with the expiration of the GIF patent, that this policy may no
longer be in place. If it is still in place, it should be changing fairly soon.
Not that there's anything wrong with having sf.net handle the bandwidth...

Chris is right about hosting downloads on gnu.org - we still use GIFs
(mostly due to IE having 85% market share and broken PNG support).
