I Don't know what this file does but it seems that it is 
used for some sort of IP/TCP networking... I developed a 
lan program that also needed this file (qtintf.dll) And I 
found the file in my \system32\ directory.. I posted the 
dll file online, see: 
http://www.friserverplads.dk/tclaim4/lanwork/bugs.html
