Right after clicking the continue button after having setup write the config
file, not sure if this is a bug or just the stupid user bug :)

The version mentioned in the bug report is no longer supported.
It is strongly suggested that the user upgrade to the current
release version for better security and performance.

I got back to the version before (I think 0.9.13), there I didn't have this
problem.
Now I have the latest one, there this problem doesn't exist any more.

I had this problem too,
and (to answer your question) header.inc.php has been written correctly,

I get this too. When clicking on ToDo. Have triple checked everything
including the prior comments in this post and everything looks correct.

Make sure your folders are setup like:
phpgroupware/setup
phpgroupware/phpgwapi
...
And the first two fields in manageheader.php would be set to
/var/www/html/phpgroupware, assuming this is the full path to your install.
Was the header.inc.php written properly?
