Summary:  bug correction for vfs_dav : prevention of the creation of .htaccess 
in the Home dir

Original Submission:  This small patch solve a little problem for creating the 
.htacess in the user dir when using DAV.

This is only important when DAV is publicly accessible trough another app than 
phpgw.

Problem :
When creating the Home dir, the mkdir failed to check for the existence of the 
created dir because the mask RELATIVE_NONE is missing in the file variable.

Solution :
See attached patch
