Hi Tony,
Grab the current source, untar it and mv phpgroupware/address to (if
you're on a Debian system and have installed with dpkg or apt-get)
/usr/share/phpgroupware
It resolved the problem for me handsomely.
I've written to the package maintainer and it's a "known bug" in the
stable tree. The revised (current?) source is, apparently, going to be
bundled into the testing debs shortly.
