Right. So set all the records to PUBLIC (which, I think, they are by
default).
By any chance, did you import records in a csv format? If so, then it's
likely that the "access" field isn't set at all. I mention this because it
did happen with one batch of address I pulled in.
Do you have access to your dbms? Perhaps you can check if the
"phpgw_addressbook.access" field is set to "public"
If it is, then simply change the owner's "grant access" preferences for
the addressbook.
