This way you have it being centrally owned. Another way of doing it
would be to create a group called HR and have all users be able to read
from there.
A similar process can be used for delegation.

This is possible using the HR module at the moment. Unfortunately the
ESP import inteface hasn't been developed so a mouse and keyboard must
be used to eneter the required information.
If you want to use the addressbook for this then see my comments above.

Agreed. That is what HR gives you, if you want more from it either code
it yourself and post the patch or log a feature request for it.
