Actually it is normal.  When the tarball was built, the user it was built under 
had
UID 500 and tar preserves that by default.  Also, as the howto says, it is 
really
NOT a good idea to have the files owned by the webserver user/group.  They 
should
be owned by whatever user you plan on using to maintain the install and just be
world readable.
