Perhaps, but it has some decent apps even phpnuke couldn't touch 
The idea for me is that I need to incorporate 3 sites into one, I can
attack this with the setup I am attempting now. 
 I apologize for my abruptness, I guess after constantly trying to get
something going with the phpgroupware I felt I didn’t have  the time to
pursue it further, I can only hope others don’t follow as well.
 I thought it was from these mailing lists that you were able to gather
an intensive array of configuration  setups and found bugs previously
unavailable to you. But one feels the underlying tension here, and the
last email, seemed out of character, if not out of line.
I have followed the email lists for a while now, and even though I
didn’t participate in them due to lack of knowledge in these areas, I
felt I have learned a lot by reading the material coming straight from
the brains of the genius's of our time, so I thank you for that, with
this phpgroupware project there is no doubt in my mind it will
accomplish and give you in return what you so wish it to be.

I just took a look due to your support of that project

I could be wrong but it looks like a web site management system (aka
content management)

It's nice that's it's what you need but I think the project features
(and goals and
abilities) differ significantly
