There's a checkbox in setup to auto create accounts, check it and it's
general automatic...

for instance, setup mail auth or ldap auth, when a user logs in that
exists in the auth source but not in the phpgw accounts, an account in
phpgw will automaticaly be created with the site defaults for that
user.

back in setup you can even have a default to expire these auto created accounts.
