I know that such water/bridge-from-below things can happen, but I
don't see any need to fix them, since they will never happen in normal
gameplay and correct level design can make it pretty hard or
impossible to achieve.

Just for the record, Lemmings had quite a few of these bugs and I
never saw one until I searched for them.

Unifying all this collision/walking stuff is a nice idea, but I don't
see how this could make the situation much better, since it would need
to be quite a lot more flexible than anything we currently have.

Beside that I don't think that the 4,2 step is the real problem, the
problem lies more in the fact that the bridger walks inside the bridge
and not on it, which causes him to be quite a bit more below than a
walker action.

I would say just check for the pixel between the 4,2 step and adjust
the head collision in the bridger so that it will match with a pingu
walking on the bridge.
