This looks as an historical error, some time ago you could stretch
backgrounds in a custom manner by giving floats, but after all that
didn't made much sense so it got remove. Since backgrounds are either
(if they tile correctly) original size so that they look best or
streched to the size of the world, so that they fill the complete
screen, in case they don't tile correctly in one axis.
I'll add a XMLhelper::parse_bool() to fix this.
