update-dsp.sh simply uses the file po/POTFILES.in, which lists all
files that are used by the project. update-po.sh on the other site
updates the POTFILES.in file, so it isn't strictly necessary to run
it, but if files get added and it isn't run they won't end up in the
project either. Anyway, guile comes with Cygwin and thus the script
should be runable in Windows too.
