I assume it is the binary you are talking about here, not the source code.
If it is the source code, then all you need to do is use WinCVS to check
out the code to your PC, including the Hermes and ClanLib graphics source
code. You can then compile them with Visual C++ or whatever compiler you
have.
However, since you mentioned Win32, I assume it is the binary you are
talking about. I think the only binaries that are provided for are Linux
and Win32. Since the heart of Windows uses Win32 and not Linux stuff,
then the answer is yes. Win32 is the only one that will work with Win ME.

The question more fully worded: If the win32 version is not the only one
that will work with Win ME, are there any drivers or other compatibility
issues?
Did you try the Win32 version but found that it didn't work? What did you
see or not see on the screen that made you conclude there were
compatibility issues? Or am I getting completely the wrong end of the
stick?
You should have no problems with the Win32 version. There shouldn't be
any driver or compatibility issues. I think I am right in saying that as
long as you can run a game on Win ME that uses DirectX, there should be no
problems running Pingus.
