There are pictures in the development section of the webpage to show the
wanted theme and for most worlds a few levels intended to be part of
them. Adding a path in front of a background graphic and ordering the
levels shouldn't be the hardest part.

Pingus is fully ported to win32, you can compile the code anytime using
VC++ 6.0 or newer, don't know about Borland/Intel compilers but that
shouldn't be a problem either. Nowadays you can even get the commandline
versions of the Visual C++ for free.
