Hello,

This is a first GNU Time update in a long time.

Please help by testing and sending bugs, comments and suggestions
to address@hidden .

There should be no changes in functionality, but there are lots of code
changes (such as using gnulib and adding automake's test framework).
Many bug fixes were inspired by Debian's downstream patches.

Also note the license changed from GPLv2-or-later to GPLv3-or-later.
