Well, HTML5 has just brought the Ogg debate to light. The point is not only about HTML5, but also about browsers using Ogg out of the box, YouTube using Ogg, etc.
Ogg was going to be included in HTML5 spec. There was going to be a statement along the lines of: the media inside <video> or <audio> tags must be in Ogg (thus making video Theora+Vorbis and audio mostly Vorbis).
Currently Firefox (and thus IceCat, IceWeasel, etc), Opera will only support Ogg inside those tags (as was originally planned), Google Chrome will support both Ogg and MP4, Safari will only support MP4, and iirc IE will not support those tags at all.
Flash is out of the equation all together.
