I would also be surprised to find out that a contributor knew how to write
Texinfo.  But Texinfo is really just a little bit of coding on top of plain
text.  You could, if you liked, request some plain text (or HTML, whatever)
documentation, and then it would be easy to convert it to Texinfo.
