Details:
The gnulib fseeko module provides fseek on systems where it doesn't exist.
We already use the module, but we still try to check separately whether fseeko
is available.
Also, we had a check for a valid off_t. I don't think this is really
necessary, since it only fails on Solaris when the -ansi flag to GCC is given,
and we don't use that flag any longer since it screws stuff up on many
platforms. I don't see a similar test in other GNU software. So I deleted
it.
