See the file called INSTALL.   For windows specific advice, it's
probably best to try one of the windows help forums.

The pspp developers don't provide precompiled binaries.  I have no
idea when the next version of pspp will be released, but it will be of
similar form to the snapshots --- just tested more thoroughly.
