I'm not opposed to doing that kind of thing.  It's too bad,
though, that this would cause us to conflate UTF-8 and locale
strings.

We could use "sparse" annotations to distinguish them, I guess.
That wouldn't be too bad, although we'd only get the warnings if
we used that additional tool.
