     How can I get encoding WINDOWS-1251 for SAV in Ubuntu? In my case I use two
     files (sps and ext).
     

I'm not sure which version of PSPP Ubuntu is shipping, but with recent versions
you can do this with:

 SET LOCALE='windows-1251'.
