One way to do this is to use Cygwin. Then you can follow the standard
instructions
from the INSTALL file rote. You don't get a native windows binary, but so
long as
you have Cywin installed, it'll work just fine (at least it did last time I
tried).
If you want a native Windows binary, then I think it is still possible, using
mingw,
but installing all the prerequisites will be a lot more effort, and its
something
I have never tried.
