So? Why is this a problem?
PCI is designed to allow dynamic resource (re-)configuration.

From hw/piix_pci.c

 * This function initializes the PCI devices as a normal PCI BIOS
 * would do. It is provided just in case the BIOS has no support for
 * PCI.
