Huh? No it doesn't. config-host.mak contains
CPPFLAGS=
then Makefile.target contains
CPPFLAGS+=whatever

Why don't you just put your custom flags in CFLAGS, not CPPFLAGS?
The former is deliberately left for the user to override.
