I was going to say there's missing information here, ie. if I had a
Debian/arm kernel know, what machine should I use, but it looks like a
config file would provide this missing information.

virt-p2v converts physical machines to virtual machines. Boot with a
live CD or over the network (PXE) and turn machines into Xen guests.
