Anyone can sbumit patches.
After you have finished your patches, run "scripts/get_maintainer.pl
your_patch_file" to get
maintainers who should review your patches, then use git -send-email
to send your patches to
qemu-devel mailing list, with cc'ing to maintainers mentioned above.
