Just a few ideas:

1. May be the version of cdrecord is outdated; 
latest Version on freshmeat: 2.00.3
rpmfind also shows: cdrtools-2.01a14-1.i386.rpm
cdrecord -version on your system should be: Cdrecord 2.0 
(i686-pc-linux-gnu)

2. Seems as if RH 9 produces a default /etc/cdrecord.conf - may be, this 
is wrong.
