If a translation of an existing open-source project wishes to be hosted at 
Savannah, check the following:

- Why does the translation need to be seperate from the rest of the project 
(why can't it be hosted with the rest of the project)
- Check the translated project, is it under a GPL compatiable license (any 
translation will fall under the parent project's license)
