Hi,

When trying to reproduce the second part of

https://savannah.gnu.org/support?106117

i see that if i submit a doc setting the privacity to 'private', it doesn't even
appear on the doc list for users that don't match the audience. If the privacity
is set to 'public', it appears in the list and is accesible for all users
(logged or not), no matter what audience is set.

Isn't this the expected behaviour?
