[Savannah-hackers-public] private_roster = public?

There are about 350 lists on lists.gnu.org which have the private_roster
field set to "anyone", meaning the subscriber list is publicly viewable
on the web to anyone at all, not just list members or administrators.
For instance, see the "Visit Subscriber List" button on
http://lists.gnu.org/mailman/listinfo/bug-xboard.

I can't think of any reason why this is desirable today; I suspect it's
simply because it was the default at one time in the past.

Therefore I propose to change all those lists (to have private_roster
set to "list members only") and write all the owners, offering to change
it back if that's really what they wanted.
