[Savannah-hackers-public] New Wiki page explaining when/how to contact FSF sysadmins

Hi,

I've created a new Wiki page detailing which services are outside
savannah's scope, and how to contact the FSF sysadmins in case of
problems.

   http://savannah.gnu.org/maintenance/NotSavannahAdmins/

It won't reduce the emails, but will hopefully simplify our replies if
we can just point to that page with all the common answers.
