This package wants to apply for inclusion in the GNU project

My project will merge two existing GNU packages, java2html and cpp2html,
which I maintain, into one single package.  The idea is that this package
will also include, in the future, more source highlighter.
The aim of these programs is to take in input a source and produce a
new document with syntax highlighting.  For the moment the ouput is
only html, but then also Latex and other formats will be included.
