It certainly would be good.
I regard having the choice of the main location of the project
as another advantage.

Btw: I expect similiar doubts to be present at German govt people, too.
In the long term I think that it is reasonable to tell each country
that they should have (and found) such a savannah project as a public free
software library to address all these concerns.

Having the choice of the main location would make the other server a
second access point or a backup.

If we want a solution like this, it will have two major
technical advantages:
- We can implement the first version fast,
because for the beginning, access functions do not need to
be perfect and can improved slowly. So we start with a
simple mirroring and will have solved all the problems
without getting cvs double access and sync possibilities
developed.
- If we get more savannahs in different parts of the earth,
we are more flexible in choosing backups and capacities,
because not all servers need to be a second access for all projects.
