[Savannah-hackers] Upgrade to testing

        Hi,

        I'm going to upgrade savannah.gnu.org from stable to testing. Please
ring the bell if you experience problems of some kind.

        This subject was discussed extensively some time ago. Now that
the testing distribution is becoming more and more stable, it is
apparently a good time to do the move. In addition it will greately
simplify the installation of the planned savannah code.
