After reading the thread entitled "Is there a limitation on the project 
type?"
I realised that the current free Java Virtual Machines don't support 
several
of the features the project requires (security policies being the most
serious.)

As a result, this project is not suitable for hosting on Savannah and I
am withdrawing the submission.

Hopefully the free VMs will soon include these items so that there will
be no non-free software requirements to use the project, but until then
I will find another hosting site.
