In fact, if you release your software under the GPL v2 and later and a 
GPL v3 is released, people will have the choice to :
        - use your software under the GPL v2
        - use your software under the GPL v3

So, if you think that the GPL v3 may be too restrictive for you, it is 
not really a problem to choose the "and later" since nothing forbid you 
too continue using the v2.
The only reason to refuse the "and later version" is the fear the GPL 
v3 can be less restrictive.
