different licenses all of which are GPL compliant. ReactOS is GPL where as WINE 
is LGPL and Mingw is LGPL with public domain headers. Any new projects much use 
a GPL compatible license.

Description:
Open Source Windows Compatibility Project

The goals of this project are to provide standards that the ReactOS Project, 
The Mingw Compiler and the WINE project for interoperation including but not 
limited to: The win32api headers and runtime, import libraries for that 
runtime, documentation formats. This project will also contain a repository 
called “The Open Source Windows Application and Driver Repository” to allow for 
other project to join the community. The long term goal of this project to 
create a community much like the GNU project has for a free replacement of 
Unix-like systems. 

As this project grows we are planning on creating a non-profit entity called 
the ReactOS Foundation to oversee future development of Free Software on 
Windows Platforms and to add in the transition of developers to a ReactOS 
system or a GNU system.

This project already exists in so much as the ReactOS project, the WINE project 
and the Mingw project are working together to support each others efforts. 
Currently I am working with the WINE developers to port the Win32 Shared 
libraries they have developed back to the Windows system for use with ReactOS. 
ReactOS developers actively contribute back to the Mingw Project support for 
Windows compiler technology such as the fastcall naming convention and 
Structured Exception Handling in C.
