The name of the project PoPA seems already to have confused users: I have 
received a request on having published Prior Art in the PoPA-project.

Since this was not the intention of the project I suggest a name-change: ToPAS 
- Timestamping of Prior Art, Savannah.

So I humbly ask: Can you rename popa to ToPAS or is it easier for you if I 
create a new project called ToPAS, copy the PoPA content and have you remove 
PoPA after the copying?
