I have the same problem on the cardpics html CVS:
Checking in news.xml;
/webcvs/non-gnu/cardpics/news.xml,v <-- news.xml
new revision: 1.3; previous revision: 1.2
cvs [server aborted]: could not open lock file
`/webcvs/non-gnu/cardpics/,news.xml,': Permission denied
Please tell me too about it :)
