Ok, there's something completely wrong there.
The path to the download area is /upload/$project, not
/webcvs/$project.
Please, retry with
scp -v protux-0.15.5.tar.gz
address@hidden:/upload/protux

I am trying to upload into our public area by using
$ scp -v protux-0.15.5.tar.gz
address@hidden:/webcvs/protux
as it is written in upload instructions at the admin page
I am getting this error:
you tried to execute: `/usr/local/bin/cvssh -c
/usr/lib/ssh/sftp-server'.
Sorry, you are only allowed to execute :
CVS_RSH=ssh cvs commands
rsync from /cvsroot or /upload.
rsync to /upload.
sftp to and from /upload.
Connection closed
Am I doing something wrong ?
